DLT Registration (TRAI) in India: Register PE, Sender ID & SMS Templates

Complete DLT Registration for PE, Sender ID & Templates to Prevent SMS Blocking

DLT Compliance at Scale: Why Registration Matters for Deliverability

Industry adoption: 100,000+ Principal Entities registered on DLT portals

Across India’s telecom ecosystem, 100,000+ entities maintain verified identities through DLT registration, improving transparency and trust in regulated messaging.

Hundreds of thousands of Sender IDs (Headers) approved under DLT

Sender IDs (Headers) approved on DLT help validate brand identity and support consistent delivery across operators under TRAI compliance.

Millions of SMS templates registered and synced across operator DLT systems

DLT-approved SMS templates are synced across operator systems, helping businesses send compliant content at scale with fewer delivery interruptions.

Higher first-time approvals when templates match DLT formatting rules

When templates follow DLT formatting rules, approval rates are often very high, reducing rejections and speeding up go-live.

Cross-operator sync: Entity, Header & Template recognition across major TSP portals

Once verified, your Entity/Header/Template can be recognized across major TSP systems, reducing repeat work and keeping compliance consistent.

What is DLT Registration and Why TRAI Requires It for Business SMS

DLT registration verifies your sender identity and templates, helping reduce spam and ensuring TRAI-compliant business messaging.

DLT is a verification system for Entity, Sender ID and Template approval

DLT works as a verified registry for Entity, Sender ID (Header), and Templates, designed to improve authenticity and reduce misuse across telecom networks.

TRAI compliance: bulk SMS/voice using headers or templates requires DLT registration

Under TRAI rules, businesses sending bulk or templated messages must complete DLT onboarding to enable traceability and accountability.

Without approved Entity/Header/Template, messages can be filtered or blocked

If your Header or Template isn’t approved, operators may filter or block messages, hurting delivery and campaign performance.

DLT improves traceability using Entity ID, Header ID and Template ID

With compliant DLT registration, messages are sent using verified IDs, improving traceability and building trust across India’s regulated messaging ecosystem.

Who Needs DLT Registration: Principal Entities, Telemarketers and Aggregators

Businesses, telemarketers, and aggregators who send promotional or transactional traffic should complete DLT registration to ensure compliant delivery.

Principal Entity (PE): Businesses and organizations sending SMS/voice via headers or templates

Principal Entity (PE) registration verifies your organization so you can send messages legally, with clear traceability under TRAI compliance.

Telemarketer (TM): Messaging providers that send on your behalf (requires PE-TM binding)

Telemarketer (TM) registration and binding create an auditable chain between the sender and the sending platform, improving accountability and delivery integrity.

Aggregators/Resellers: Ensure client PE registration and correct chain binding before sending

Aggregators must keep PE registration + PE-TM binding aligned so messages route correctly and remain compliant across operator checks.

Government/Public bodies: DLT registration may still apply based on message type and use case

Government/public bodies may also require DLT registration based on use case, ensuring verified communication and transparency for citizen messaging.

Components of DLT Registration: Entity, Sender ID, Templates and Binding

What you register: PE, Sender ID (Header), SMS Templates, Consent (if needed) and PE-TM binding

Diagram of DLT registration components: principal entity, sender ID, templates and PE-TM binding
1) Principal Entity (PE) registration
  • Register your business on a DLT operator’s portal (Airtel DLT, Jio TrueConnect, Vi/VIL, BSNL, STPL/SmartPing, Tata Teleservices).
  • Submit required KYC and business documents such as PAN, GST, address proof, authorized signatory details, and POA.
  • After verification, you receive a unique Entity ID that links all your future DLT operations including headers and content templates.
2) Sender ID / Header registration
  • After receiving your Entity ID, register your Header (Sender ID) — alphanumeric for non-promotional and numeric for promotional messaging.
  • You may register separate headers for different categories such as Transactional, Promotional, and Service.
  • Once approved, the header is assigned a Header ID used in your SMS or voice API calls.
3) SMS template registration
  • You submit your Content Templates (fixed + variable parts) for approval under the DLT portal.
  • Templates must adhere to rules depending on type (Transactional, Service Implicit, Service Explicit, Promotional)
  • Approved templates receive Template IDs, which must be used in your messaging API calls.
4) Consent template registration (where required)
  • For Promotional and Service Explicit content, register Consent Templates that define the scope of user permission for receiving messages.
  • Consent templates must clearly state the brand name, purpose, and scope of consent, and cannot include variables.
5) PE-TM binding (Principal Entity–Telemarketer chain)
  • The PE must bind with its Telemarketer(s) via PE-TM chain binding in the DLT portal.
  • The TM must accept / acknowledge the binding. After both sides bind, messages propagate properly.

Documents Required for DLT Registration (PE and Sender ID Approval)

  • Business proof such as PAN card, GST certificate, or Certificate of Incorporation.
  • Proof of address of the registered office.
  • Letter of Authorization, Board Resolution, or Power of Attorney for the authorized signatory.
  • Identity proof for the authorized signatory (Aadhaar, Passport, Voter ID, etc.).
  • Proof of brand name or business usage (if required).
  • For Telemarketer or aggregator chain: proof of relationship or agreement.

Template variables and placeholder formatting

Variables (dynamic fields) must follow the required placeholder format, and fixed text must match the approved template exactly.

Correct Format {#var#}
Result Your OTP is 1234
Even extra spaces or punctuation changes in the fixed portion will cause template rejection.
Brand and entity naming requirements

Include your registered brand/entity name in templates to improve clarity and reduce approval risk.

  • Must be in the fixed text portion.
  • Required by TRAI / Operator rules for traceability.

Automatic appending based on message type

Header suffixes are appended by the operator system during DLT scrubbing, not manually by the business.

Note: You register the base header; the operator adds the suffix.
Header suffix quick reference
-T
Transactional OTP, financial alerts
-P
Promotional Offers, marketing, Service Explicit
-S
Service Implicit / Explicit updates
-G
Government Exempt messages
Template categories: Promotional, Service, Transactional and more

Correct template classification is essential for approval and reliable delivery.

Transactional Service Implicit Service Explicit Promotional
Example: An OTP or Order Alert must be classified as Transactional. Misclassification leads to scrubbing failure.

DLT Registration Fees and Typical Approval Timelines

  • Some operator portals (or DLT portals) may charge a registration fee (e.g., ~₹5,000 + GST for entity creation) depending on the operator.
  • Typical Entity registration approval: It usually takes 2–3 hours (being a trusted partner of Smartping, Jio, Airtel, TATA), provided documents are valid.
  • Header / Sender ID approval: usually 1–3 hours.
  • Template approval: may take 1–3 days, sometimes longer if content or variable issues occur.
  • Delays can occur if documentation is incomplete or template violations are present.

Common DLT Rejection Reasons and Best Practices to Get Approved Faster

Reduce DLT rejections by using the correct header, matching fixed text, valid variables, proper consent (if needed), and accurate formatting.

Common mistakes that cause header/template rejection

  • Using wrong variable format or too many variables
  • Not including brand name or template mismatch
  • Header name generic, conflicting, or unregistered
  • Changing fixed text after approval
  • Not binding TM chain
  • Submitting incomplete or incorrect documents

Best practices for fast approvals and consistent SMS delivery

  • Pre-validate templates using content validator tools
  • Use minimal variables and clear fixed text
  • Choose headers that reflect your brand and purpose
  • Keep template content consistent; avoid edits post approval
  • Ensure TM chain binding is active
  • Monitor DLT portal dashboard for rejections and re-submission alerts
